It's time to get community bankers together again for the good of our great industry. In March and April of 2022 we were able to spend time with roughly 1,400 members from Sulphur Springs, Graham, Amarillo, Lubbock, San Angelo, Arlington, La Grange, Galveston, Houston, Kilgore, Waco and San Antonio communities. The face-to-face meetings were packed with conversation, learning and sharing, as well as some much needed social time.

In 2023, IBAT will hit the road again to visit other areas around the state. Be sure to save the 2023 dates and be on the lookout for location information!



Aaron Stetter

Executive Vice President, Advocacy and Strategic Engagement

Aaron Stetter is executive vice president of advocacy and strategic engagement for the Independent Community Bankers of America® (ICBA). Stetter is responsible for advocating ICBA’s policy priorities before Congress, the executive branch and industry coalitions. His issue areas include regulatory relief, unfair competition from tax-exempt entities, cannabis banking and various payments issues. Additionally, he supervises ICBA’s political action committee, ICBPAC, the association’s robust grassroots advocacy program as well as state relations.

Stetter joined ICBA in 2005 and has served as senior vice president of congressional relations & advocacy, vice president of congressional relations and grassroots outreach and director of state relations. Prior to ICBA, he was manager of grassroots programs for the National Restaurant Association.

Anne Balcer

Senior Executive Vice President, Chief of Government Relations and Public Policy

Anne Balcer is senior executive vice president, chief of government relations and public policy for the Independent Community Bankers of America® (ICBA). In this role she works with other members of ICBA’s executive management team to shape the association’s policy strategy and advance the interests of the nation’s community banks.
Balcer leads ICBA’s congressional and government relations teams and oversees ICBA’s advocacy initiatives in the legislative, regulatory, lending, accounting and payment system areas.

Prior to joining ICBA, Balcer served in an executive role at Forbright Bank, formerly Congressional Bank, advising its executive management team and board of directors while managing all aspects of legal, regulatory and compliance oversight. Balcer served as Maryland’s deputy commissioner of financial regulation from 2010 to 2013 and was lauded for her consensus building approach to regulation and policy.

Experienced in government relations and public policy at the state and federal level, Balcer has testified before Congress, the TARP Oversight Committee and in state and local legislatures.
