Our Story

Compliance Pathways provides a roadmap of plain language solutions to the regulatory compliance burden that is overwhelming community banking. The program was developed with the assistance of focus groups of both compliance managers and executives from community banks of various sizes and compositions. Our purpose is to find ways to smooth out the “bumps in the road” created by an increasingly complex regulatory scheme.

The Team

 

 

Karen M. Neeley

Karen is a bank regulatory attorney with over 40 years of experience in assisting financial institutions of all types with their compliance concerns. This has ranged from counseling clients, writing a number of treatises for the industry, in-house training program development, and representing the industry before the Texas Legislature, Congress, and regulatory agencies (directly and indirectly through comment letters and testimony).
 

Kelly Goulart, CRCM, CAMS, CIA

Kelly is a compliance guru with 33 years of hands-on experience both in-house with community banks, as well as a respected consultant with national firms. He has numerous certifications including CRCM, CAMS and CIA. He advocates regularly for community banking through comprehensive comment letters filed on key issues. He has held the positions of Compliance Officer, Chief Operations Officer, Chief Financial Officer and Director.


 

Christy Bussey

Christy has 32 years of community banking experience, including 16 years on the management team at Texas Bank and Trust. While at Texas Bank and Trust, she served as IBAT Leadership Division chair, as well as Leadership Division president and PAC chair of region 5, which includes East Texas. She is a member of the Texas Tech School of Banking advisory board. Hester has volunteered with many local agencies in her community. She earned a BBA degree from the University of Texas–Tyler and is a graduate of the Stonier Graduate School of Banking.

 

Janie Daniel, CCBCO, CRCM

Janie brings over 30 years of Texas community banking experience to the program. She holds various banking certifications for community bank compliance and regulation, including Certified Regulatory Compliance Management (CRCM), Certified Community Bank Compliance Officer (CCBCO) and Appraisal Review & Property Evaluation. She is also a graduate of IBAT's Bank Operations Institute. Janie's favorite banking topics include bank structure and organization, development of policies and procedures, and bank audit. She has graduated from Weatherford College and attended Tarleton State University.
