Jay Phillips

Jay Phillips is passionate about banker education. His 40+ year banking career spans from his high school and college years, where he worked in every aspect of community banking. Jay has served as CEO of independent community banks, community banks owned by large holding companies, and a publicly traded, listed regional banking company on the Texas coast. Jay founded the Bank Operations Institute 43 years ago and continues to direct the Institute, which is now in association with the Independent Bankers Association of Texas. Additionally, he is on the faculty of the Southwestern Graduate School of Banking at SMU and the Certified Community Bank Director program.


Lorenzo Garza

Lorenzo Garza serves as the Vice President, Banking Supervision and Regulation Department for The Federal Reserve Bank of Dallas. Garza has spent 13 years at the Dallas Fed. In his new position, Garza will oversee a group responsible for contributing to the Fed’s risk, policy, and surveillance efforts by identifying and communicating industry and financial institution risk for the Eleventh District.


Bill Chittenden

Dr. William T. Chittenden is an Associate Professor of Finance in the McCoy College of Business Administration at Texas State University. Dr. Chittenden also serves as the Chief Academic Officer for the Southwestern Graduate School of Banking at Southern Methodist University. He has been quoted in Fortune, USA Today, the Austin American-Statesman and interviewed for TV and radio in the U.S., Canada, Australia, Austria, Germany, and Singapore. He speaks regularly to professional organizations across the United States and Canada on a variety of financial and economic topics.


Terry Hoover

Terry Hoover has over twenty-eight years of financial services experience with a focus on internal audit, compliance/BSA/AML, Enterprise Risk Management (ERM), vendor management, business continuity, treasury and finance. As a banking executive, with banks ranging in size from $100 million to $3.5 billion, Terry built and led internal audit, enterprise risk management, accounting, finance, compliance, Bank Secrecy Act, business continuity, and vendor management functions. As a risk consultant, Terry led audit, loan review, compliance audit, and risk management consulting engagements with banks ranging from de novo to $35 billion.  Terry regularly speaks at industry schools and conferences about enterprise risk management, operational risk, and business continuity.


Crystal Humphreys

Crystal Humphreys is Senior Vice President, Director of Risk Management at The American National Bank of Texas. During her 20-year career in banking, Crystal has held leadership roles focused on enterprise risk management, operational risk management, vendor risk management, information security and bank operations. She has served in officer roles on the Risk Management Association (RMA) Salt Lake City Chapter and is currently a member of the RMA Texas Chapter and the RMA Community Bank Council.


Matthew Smith

Matthew Smith is the Director of Innovation Initiatives at IBAT. Matthew joined the IBAT team in 2022, following an eighteen-year career of strategic technology implementation in community banks in Texas and Oklahoma. Matthew’s experience provides a deep knowledge of IT infrastructure management, vendor management, process improvement, and emerging financial technology. In his role at IBAT, Matthew is charged with the ongoing development of Bankers Helping Bankers, an initiative to connect bankers nationwide to navigate the changing landscape of financial services technology.


Amber Hatcher-Weaver

Amber Hatcher-Weaver has over 20 years of diverse business experience. She started her career in banking while in college and then went on to gain experience in the public and private sectors, ultimately owning her own business. She has returned to her banking roots and is now serving as Vice President/Director of Customer Experience for Alliance Bank. She has a passion for strengthening communities, empowering leaders, and inspiring others. She lives out her passion daily through her work and by serving in several non-profit organizations.


Wendy Foster

Wendy Foster has 26 years of policy experience at all levels of government: federal, state, and regulatory agencies. She currently serves as the Assistant Director of Governmental Relations for the Independent Bankers of Texas. Wendy’s career began on Capitol Hill and includes service as a policy advisor to a former Congressman and former Speaker of the Texas House of Representatives, Pete Laney. She managed large-scale groundwater projects for the state’s first private water development company and served as the Director of Governmental and External Affairs at the Texas Water Development Board (TWDB).
 
Emily Greenwald

Emily Greenwald is Senior Vice President with responsibility for Banking Supervision and Regulation, and Credit, Risk and Reserves Management. Before joining the Dallas Fed in 2023, Greenwald spent 17 years at the Chicago Fed, where she served as senior vice president for national programs, policy and risk in the Supervision and Regulation Department. She began her career at the Chicago Fed examining community banks and progressed into leadership roles that included capital markets oversight and supervising regional and large banks.
 
Charles Cooper

Charles G. Cooper was appointed Texas Banking Commissioner by the Texas Finance Commission on December 1, 2008. His career in the banking industry spans almost 50 years and includes senior level positions in both the public and private sectors. A native Texan, Mr. Cooper holds a BBA degree in Finance and Economics from Baylor University and is also a graduate of the Southwestern Graduate School of Banking at SMU. 
 
Kim Einspahr
Assistant Deputy Comptroller, Office of The Comptroller of The Currency

Kim Einspahr has served as an Assistant Deputy Comptroller for the Office of the Comptroller of the Currency (OCC) in the Dallas/Fort Worth office since May 2023. She's responsible for the supervision of 17 national banks and federal savings associations with consolidated assets of over $20 billion. Kim has over 26 years of broad-based bank supervision experience, serving across several OCC districts/offices, including southern California, south Florida, Kansas City, St. Louis, and Washington D.C. Kim has extensive community and mid-size bank experience, specializing in commercial credit and corporate governance.
 
Kristie Elmquist
Regional Director, FDIC

Kristie Elmquist was appointed Regional Director of the FDIC’s Dallas Region in 2010. The Dallas Region spans 8 states, including Arkansas, Colorado, Louisiana, Mississippi, New Mexico, Oklahoma, Tennessee, and Texas. As Regional Director, Ms. Elmquist directs the supervision of more than 1,200 insured depository institutions. Kristie has 28 years of FDIC service. Prior to her current appointment, she served as Deputy Regional Director (Risk Management) in the Dallas Region. Other management positions that Ms. Elmquist has held include Acting Associate Director, Assistant Regional Director, Field Supervisor, Supervisory Examiner, and Senior Bank Examiner.
 
Jasmine Talton

Jasmine Talton joined the OCC in 2011 and started her career as a Trial Attorney in the Enforcement and Compliance Division for seven years in Washington, DC, where she litigated enforcement actions, conducted investigations, and handled compliance matters. While an Enforcement attorney, she completed rotations with both the New York and Dallas Legal Divisions along with the agency’s problem bank unit, Special Supervision. In 2018, she transferred to the Dallas Legal Division, where she works on a broad range of banking law issues for community and midsize banks and savings association, including regulatory bank powers, bank licensing transactions and enforcement matters.
 
Jacob Clifton
Counsel, Office of the Currency of the Comptroller

Jacob Clifton joined the OCC in 2009 and began his career as an attorney in the Denver Legal Division, where he provided legal support to examination staff regarding all aspects of banking law, including, but not limited to, enforcement, BSA/AML, licensing matters, bank powers, and consumer law. Jacob relocated to Dallas in 2012 to join the Dallas Legal Division. Throughout his tenure at the OCC, Jacob rotated through the agency’s Bank Advisory Division and was also detailed to the Administrative and Internal Law Division. Jacob left the agency in 2019 to join the private sector, most recently serving as Assistant General Counsel for a regional bank based in the mid-south. Jacob returned to the agency in late 2022 and is currently assigned to both the Dallas and Denver Legal Divisions.


Carly Riehle
Corporate Project Manager, American National Bank of Texas

Carly Riehle has 10 years as a project manager in three community banks of different sizes ranging in experience from consumer, business banking, commercial, and risk departments. Currently working as a Corporate Project Manager and Scrum Master at American National Bank of Texas, she thrives in environments embarking on large scale change management projects and using methodology that puts emphasis on the user experience.


Daniel Williams

Daniel Williams has over 13 years of project management experience and has a degree in Business Administration with an Information Systems concentration from the University of the Incarnate Word. He also has 8 years of active-duty service in the Army with two deployments to Iraq and Kuwait, serving as an Infantryman and Satellite Communication Operator.


Jonathan Galeano

Jason Holloway

Jason Holloway is a commissioned examiner and has been with the Federal Reserve Bank of Dallas since 2017.  As an examiner, he regularly leads consumer compliance and Community Reinvestment Act (CRA) examinations.  For the past two years, Jason has supported the development and maintenance of training curriculum for new examiners in the Federal Reserve System and regularly serves as an instructor for examiner training courses.   Prior to joining the Reserve Bank, Jason worked in the banking industry for 15 years.
   
Carolyn Amundson

Carolyn Amundson is an attorney in the Southern District Office of the Comptroller of the Currency. Attorneys in the OCC’s four District Offices provide legal analyses covering a wide variety of bank and thrift activities. Carolyn has also worked in the OCC’s securities, litigation, and enforcement areas. She received her B.B.A. and J.D. from the University of Wisconsin.
 
Phillip Hinkle
Director of IT Examinations, Texas Department of Banking

Phillip Hinkle oversees the IT examination function of approximately 275 banks and trust companies chartered by the state of Texas. He has held a variety of IT certifications and received the FBI’s Service Award from FBI Director Robert Mueller. Most recently he led the formation of the Texas Bankers Electronic Crimes Task with the US Secret Service. The task force developed best practices for mitigating Corporate Account Takeovers and launched the national Executive Leadership of Cybersecurity initiative called ELOC (speaker note: pronounced E-Lock).
